Who owns the data, what about copyright? The data is owned by the organisation uploading it to our server, so the short answer is the authority employing the care manager. In order to use the service, however, care managers must agree to license the data to us for the specific uses to fulfil the project goals, such as publishing the aggragated data. We would also like to allow reputable researchers access to the raw data. More work is needed on these licensing issues, comments via the consultation most welcome. |
